Chat not received by a registered EO

What I was trying to do:

as an EO see the chat a user sent me

What I expected to happen:

see the message in my chat

What actually happened:

no chat to me

Note : when the EO chat directly to the user, the user received another chat from a "resident" (not from the mayor) indicating that the seat is claimed in half since the EO is not associated totally with the seat.
