Click on the map but area is on the scroller

What I was trying to do:

Click on the map to select a location to trigger the drawer that asks me if I want to make a post there, or see the democracy location areas there.

What I expected to happen:

To see the drawer appear on click of the map, no matter where I click on the map, above the existing EO boxes.

What actually happened:

If you refer to the attached screenshot, you'll notice that I added a yellow line. Clicking anywhere on the map below that yellow line does not trigger any reaction, nothing happens when click below the yellow line, while I was expecting to see the drawer appear askign what I wanted to do, which only works above the yellow line.

The on-click on the map must work anywhere on the map, not only above the yellow line I traced.
