Pin a 'Post' on the home feed which contains instructions to invite user to create their 1st post

As the app is new, many users will be the 1st of their city, and the home page will be empty. To avoid this, and to guide the user to go ahead and create their 1st post, it would be great if Resident can create and publish a 'pinned' post (always showing 1st, until we remove it, or until user actions it), which explains to user how to create their 1st post, and includes a button in it which brings them to the map, where they can create their 1st post.
