My Neighbors: Remove 'All' & fix query filter to display neighbors

What I was trying to do: See my neighbours

What I expected to happen:

1. See Paul-André on all 3 levels of government as he lives next to me, and is therefore in the same electoral district as me in all 3 levels of governments

2. Only see My City, My Province and My Country Options

What actually happened:

1. I only saw him at the City and the Province level, he should have been seen on all 3 levels, and I don't see him in My Country.

2. I saw 'All' as well as each of the 3 levels of government. This should be removed.

Likely problem: the query to show neighbours is not properly set. please ensure that
