What I was trying to do:

Governments/Elected Officials - Mine are not in their own section

What I expected to happen:

Normally I would see my elected officials in every level of government (country, province, city) at the top (as I do now), with a separation bar displaying (Other Elected Officials) below mine (head of government and district representative) and then all of the others. see 3 attached images (one per level of government).

What actually happened:

I didn’t see any separation between my elected officials and all the rest.
