Avatar Showing Default then fading to actual

What I was trying to do:

look at an elected official page

What I expected to happen:

see the EO picture as soon as I open the page. just like I saw it in the list

What actually happened:

i saw the default avatar (podium image) for a moment, then saw the picture appear. it should show the picture immediately and without delay. the attached screenshot shows the transition as best as possible.
