Blue Screen Lock: Resident iOS App / after deleting an account or logging out

What I was trying to do:

Enter in the resident App

What I expected to happen:

pass the blue screen

What actually happened:

i am stuck at the blue screen and even if I delete the app, my old user, I cannot re-enter.
