allow scroll to bottom for bottom sheets of gates/tasks in mobile web & App

What I was trying to do:

allow scroll to bottom for bottom sheets of gates/tasks in mobile web and App

What I expected to happen:

Be able to see last item

What actually happened:

Following pages with this problem:

1. Gate summary

2. Tasks under gate (cannot scroll)

3. Alert creation

4. Requester selector and all other possible selectors

5. Agency list (under Resident mode)

6. Probably others that we do not have a big enough list yet.

Make it a default to be be able to scroll to the bottom
