Paymentself /removal

Ability for a Resident user to Scan the QR code of an immobilizer installed on their vehicle by a parking / law enforcement officer from the Resident app, select a payment method, apply payment, receive the unlock code, so they can remove the immobilizer and obtain a deposit refund once they have returned the immobilizer.
