Immobilizer inventory management

Ability to manage which immobilizer is in the possession of which parking/law enforcement officer, or in which inventory center, or currently installed on which vehicle, allowing to return the deposit to the vehicle owner as soon as they have returned the immobilizer to an authorized return center, which scans it back into inventory.
